Skill scroll is use to upgrade your skills, you can use them in soul map > select skill tab.

But imo creating spirit blade main can be good too since sometimes we cannot refine 2 of the same type of weapon because lack of materials. And for the ghost blade assaulters partner can just inherit it to the vanguard. I am using ghost blade main and experience this often,while spirit blade partner such as ichigo can easily have newly forged weapon.
About the 19th point i don't really understand. Can u explain it please? Also, if u bring blue partner to hollow soul, isn't blue partner lv really low (unless u train them)?
