Crud why did Toshiro have to be an event character of all things. Won't have a chance at any of those since the events in the games usually require an insane amount to even get event characters.

Pretty simlpe..because he is extremely popular which will make more people pay to get their favourite char .

No level requirement is required (since you spent cash to get them), except last three (I think is 80, 80, 100).
But they are lv1 when you got them... that cost a lot of exp books to level...

SRP in CN is 8000 gold (combo pack with lots of freebies), 7000 gold (the character only)

Except the last three (exchange using soul stone, cross tournament reward), you need to spent some gold to get the others (event partners).
