It means you will deal increased damage to vanguards, not them doing more damage to you.
I agree to this :3 as a previous noza expert :] It might be to increase enemy vanguards damage since Ultima's skill is to cause chaos on enemy vanguard and increases their attack by 150%. Xallog replied at 2017-6-23 18:20 static/image/common/back.gif

You are thinking along the lines of their descriptions making sense though. The wording of mods and other things like conditions for Conquest of Might are messed up. The bond to increase damage of vanguard would fit in with his skill.
