it means that u'r noza has +13.5% dmg rate only against enemy vg's
not that enemy vg's will have +13.5% dmg rate xD

it's not debuff, halo dmge rate on noza hit enmy whether ass or vang (maniac blade}

It means you will deal increased damage to vanguards, not them doing more damage to you.

I agree to this :3 as a previous noza expert :]

It might be to increase enemy vanguards damage since Ultima's skill is to cause chaos on enemy vanguard and increases their attack by 150%.

You are thinking along the lines of their descriptions making sense though.  The wording of mods and other things like conditions for Conquest of Might are messed up.  The bond to increase damage of vanguard would fit in with his skill.
