When you get him to like 5 modify stars, you should focus on getting his block rate up. From all his mods it would be best to change his: 2nd, 3rd, 4th and 7th mod to block. He can get like 19% block from evo too, also you should work on his def and block bond too. With hard work you can really build up a good Nnoitra :)

while exclusive fragments are good, you are more than likely better going for the 4x level 10 spirit stones first, then the 2x 11 and finally the 12 first off.
