When you get him to like 5 modify stars, you should focus on getting his block rate up. From all his mods it would be best to change his: 2nd, 3rd, 4th and 7th mod to block. He can get like 19% block from evo too, also you should work on his def and block bond too. With hard work you can really build up a good Nnoitra

while exclusive fragments are good, you are more than likely better going for the 4x level 10 spirit stones first, then the 2x 11 and finally the 12 first off.
