It's worth if you're putting those universal mod frags onto one of your final partners, in your case Hiki i'm guessing ^^

Definitely worth it. Even for a 1 star partner it's you're still getting way more universal fragments than you would by outright buying 500 gold worth of them from an event. It's quite a nice price for this system tbh
