Hikifune skills every round with Senjumaru, but Hikifune can actually hit ES/Ryoka, so I don't know ...
Well, for starters Hikifune doesn't skill every round. She *can* skill every round, while Isane DOES skill every round and *can* skill twice a round.
Since Hikifune does attack, she seems like she would be slightly higher in damage output, but since buffs are multiplicative and there are a number of factors, it is rather difficult to ascertain which is actually better. Personally, I would probably put that at around equal with Senju/Isane/Uno Kenny, or with BRenji, and I would actually put Isane higher then Hikifune with both.
Now that is, again, speculation based on napkin math. However, even if it is still behind Hikifune, it is only slightly behind Hikifune in terms of PvE. This is also without going into other factors, like being able to run no-VG at higher Ryoka levels, etc.
As far as PvP, having just the 30% Damage reduction across the board does have the potential to change quite a bit. Her Exclusive skill is also quite good as well. Her level 100 heals all for 120%, and places a 200% shield on your VG. That is a nice chunk of VG healing, and with her being extremely resilient to AoE attacks, punishing for such actions, and preventing VG busting fairly well....
