what are universal hollowfied fragments for? im only level 54 can i use them yet thanks for your time

Before being able to "advance" your evolution equipment, you have to improve it by a certain amount of times. The goal is to reach a different color level per equipment, which will unlock more stats for your character. To get into the Advance/Improve menu, you have to click on one of the evolution equipment.

So advance it with evolution fragments and it unlocks improve which uses hollowfied?
