Tier 3 (star) of Kurotsuchi Mayuri doesn't work?

So it says it gives 20% extra block each time he loss 25% hp. Well my Mayuri has 80% block and no matter how much hp lose he never blocks. And most break i fight in my server is 90%.
So techincally if he lose 75% life will gane 60% block + 80% base = 140% ... 140-90 = 50% and i never saw him block once.

I'm I in the wrong here?

unsure there...  I know my TSI has 160% block and he blocks right about what he should (60 to 75% of what is thrown at him) so maybe you just need to pump up your Mayuri some?

well i have ryumon ikkaku and he has a skill effect that states he gets 75% block rate after skill

d you use the ruymon is he even good?

just asking, tiers 3 does it mention can exeed the limit cap? i know it's stupid to ask but sometimes those techinicalities

ALL mods exceed the cap whether it's mentioned or not, OP is just unlucky, remember one of TSI's mod that has 50% chance to restore the HP and it can happens literally at each hit he takes or the mod refuses to proc in 10 hits or even 20.
