Tier 3 (star) of Kurotsuchi Mayuri doesn't work?

ALL mods exceed the cap whether it's mentioned or not, OP is just unlucky, remember one of TSI's mod that has 50% chance to restore the HP and it can happens literally at each hit he takes or the mod refuses to proc in 10 hits or even 20.

Unlucky is ok , but never even once? TSI is doing fine...

so we should put mayuri on the section of those partners where some potential attributes  are not working ; where some other partners have some attributes that are working too much well in a odd way

all except his 4th, and I spent coups and silver until I got them all to +10% or better...  I could have gotten the block rate higher, but he wasn't max level evo...  keeping his healing mod, he can cap out around 172% give or take a little

he might get stun and deduct fury then... my tsi is almost 79 exclusive. i didnt change stun and deduct fury and heal

he can for sure get stunned and fury deducted, yes...  however you can still block with both of those conditions... it's a trade off for sure, but if you aren't gonna pull that block rate up to at least 150%, there is no need IMO to boost it at all
