kinda, I said kinda, because I asked before who's better and no opinions, all comments here are not discussing what this partner does at all and I don't understand too much of the mechanics that's why I need to know if he can do better than stern+muken. I have my opinion on subject also, Moe with the mod and bond with Tsuki kinda makes the team go Tsuki+Moe+Kugo. But all the discussion is going in wrong places instead of actually someone explaining how they see the hero and all that.

For me, it was a partner that I expected, really like the animation skill, it was much better before. the 777% thing was meta breaking. Now I don't know what to do because Tsuki is 20k infernos so Is a long way to get his bond +att mod

It is because most people that talks here trying to bring Moe down simply because I stopped Bankai Mayuri's production that one of their buddies love so much and I am the one that put Moe in. They fail to look at how OP Moe can be, they shifted their focus. This is why I said they aren't good enough to make use of Moe.

But on the side note, you can look at the boost that he has given then decide if he is a good addition to your team. But you can feel free to pm me, I will let you know.

He will be good for PVE, but for PVP he will need a lot of help.  You will need to use Tsukishima to reach full potential though.  So that really leaves 2 spots that will need to be filled by partners that can buff his defense/immune rate and heal him.  He will be the most squishy of the orange assaulters, but he will be dangerous the longer he can survive.  He is not immune to stun, fury restriction, fury deduction and mutilate.
