No at the moment there is no clan change funtion available. I have not played on the Chinese version. So from that I can't tell wether there will be a clan change function or not, however I've been playing Unlimited Ninja since release and there was never any implements of a clan change function. So from that experience I do not believe there will be any clan change functions.
