Because you can get to see how it works at lvl 100. Gauge the power difference and strengthen yourself to do any decent dmg. Like how CSB works, you meet the requirement, not guarantee you will win anything or everything. It depends on how good you are.

What DeEmEn said + it's nice to get coupons if you are fast enough to do zanpakuto damage. I do it all the time with an alt account. Would you rather the required level be higher and not get easy coupons earlier?
