Yes, that is generally best strategy with spirit stones. You should have every character with 6 stones of same kind just in different equipment pieces. 4 lvl 1 stones give you more stats than 1 lvl 3 stone which you would get if u synthesize 4 lvl 1 stones. All of the 6 eq pieces should be filled with 6 different stones = 36 per character.
