well let me ask you this: what defines a soul?

Inoue's powers are rejecting reality, Hogyoku manifests the power of the heart. She felt guilty because of her brother and was in denial over how he turned into a hollow.

Now to reject reality, she uses her power on still existing entities, even if they're mangled beyond recognition, but their reishi are still there.

If said reishi are obliterated, i can't see how she might be able to restore them. That's as simple as that imo

I salute your hardcore dedication, but as i've been saying, it seems impossible for him to return. Unless as Burak said, inoue kept some of his ashes as a souvenir.
