Imo none of them are endgame material, so I wouldn't ...

Actully Toshiro can last long past level 100. He's an absolute beast in a T1 setup with his damage reduction.

You'll find more suitable characters after lvl100 (VG-wise).

Pve: you'll only want Shin shura kenpachi/Noza (upgrade)
Pvp: Stark/Hollow ichigo (tavern)/Demon ichigo/Noza/new ichigo/etc

+ Toshiro's skill becomes useless after most ppl got 90% break def anyway
