Partner Leasing Questions

I just rented D.Rukia for 24 hours because i wanted see how she would do in ryoka attack tonight, against regular rukia. Now when i got her, her level started at level 98, the sames as my current level.

My questions are

1) If you lease a partner to keep for ever for the start are the partners level 1 or will they be level 98?
2) If I lease a partner and decide to keep them, will the partners level drop to level 1 or stay at level 98?

Please if anyone can help me with this I will be very grateful.

to be on the safe side, always go for the worst outcome, especially from this type of events but it wouldnt make sence if u buy it and it ends up losing lvls? hmm..
