The mod souls will xp at some point.Mine did, but in the double time of what I expected. I just think they increased the xp they need. If you wanna confirm that, synthesize a new one. It will also show the bar full level, but it wil level... So about it, I think it is just a visual bug.

mine are also bugged... 4 days w/o making lvl and bar always shows full

Same here mod souls are not leveling up with just training.  They do however level up if you use the exp card that costs 80 gold/coupons. (US 15)

i was wonderin y my MOD din lvl up too... my shinji hav been stuck at tht lvl for like few days...

should be up lvl by now...

same here i posted a thread about this.. i think if u pop an xp card on that it shoudl fix it but havent tried if anyone can confirm would be great help
