Tavern Aizen vs Shinigami Urahara

I'm thinking of getting Shini Urahara but I'm also conflicted on whether to get Aizen from tavern. This is of course till i can get csb Aizen (which im already working on but FARRR from goal lol). Does Urahara's skill work in Hollow Souls? Cause if not means I wouldn't be able to deal with those pesky supporters.
Also will shini urahara be at my level if i decided to buy him? Or would i have to level him up. That would be a bit of a turn off :/

ok but what about hollow souls? Does his skill work there as well? And if i do get him would he be at my level or would i have to level him up? (I'm praying to god I wouldn't lol)

nope, it is doesn't work and he will be 1 lvl

Well that's a bit of a turn off :/ im almost level 110 It'd be a pain in the behind to level him up. Sucks that his skill doesn't work in hollow souls...then I'd have no way to stun um if i replace my shihoin
