It's actually easy to find. Strip your partner of everything. Then put a hogu on them. The amount they gain to agi will be higher than the amount the hogu says on it. Now divide that by the amount stated on the hogu and you have your percentage for talent

he also has a +10% speed mod [ idk rukias ]

and then his talent is +45% [ although support is telling me he has been nerfed several times, but they changed it back ]

and then his evolves are speed based BY A LOT
