Well from what I've heard him saying, it seems he's retarded, high or something.  I know his deaf and all, but that doesn't mean that he should sound like that.  Unless the guy that dubs him is too high stoning, he's the retard, lol.   He sounds like rocky balboa, lol.

don't watch dubbed -.- they make everyone sound British plus yeah he's deaf and deaf people usually don't talk because they can't hear what they are saying so the way they pronounce a word is heavy and hard to understand that's why they use sign language
