Question about Shinso's Evo

Ok just reached evo 8 on shinso and I'm confused about something. One of his items adds "fury deduction percentage". Now is this percentage his chance to reduce fury? Or does this mean he will reduce all enemies fury by by 2%?  

A part of me is hoping its the latter but I know its probably too good to be true. Can anyone clear this up for me?

Hmm fury deduction works on a value not a percentage so most likely chance to fury deduct. But if I'm correct shinso does't have fury ded in first place so I wonder how much he would ded.
Note, I use "ded" for deduction.

That is what i was thinking, but what I had in mind was that he would deduct 2% of the person's current fury. Because imo a chance to deduct fury would pose so much other questions like how much fury would be deducted etc.

Some items gives Combo rate to vanguards when that doesent work.

Some items gives fury deduction to shinso gin, my assumption is ---> that doesent work either.

Oh ok i see where you're coming from now. Well I was hoping someone who has him fully modded or even past evo 8 would be able to confirm if or how it works. A part of me is hoping it works how I'm speculating

Im doing evo 8 like you ill finish him in 2 days, after buying the fury stones from reio ^^
