I think it's 30 since the number next to it is green..
Also it looks like some type of premium card with extra stats if you click on welfare

randomly attack 2 enemies, growth rate is 200%, have a chance to Ignite targets for 2 rounds, growth rate is 100%; will and must cast Chaos on targets for 1 round; increase own support's Speed by 20% for 2 rounds.
