You've never faced a good Ryuuken team than.  Usually they'll have Ultima Aizen and/or Isshin.

Send me an example of a team utilizing Ryuuken that could take on Kos, BWG, Dragoon, Chinnen, any high vip or otherwise elite tier player. No one at the top level of gameplay uses him. It's because he's not worth adding into an endgame formation.

As far as his Talent, that is a possibility that it doesn't break 90%. Different partner then Renji, and Ryuukens whole gimmick is dodge, so it wouldn't be unreasonable to assume it does.

Kirio protects Ryuukens skill just fine. Even by your low end estimations, thats 250% hit rate you need ( before skill, no evo ). How many people are really running around with that? BWG isn't. I am not. I know you aren't. To completely write him off because of X or Y is fucking ludicrous. He will have a 50% dodge rate against even higher VIP's most of the time BEFORE his skill WITHOUT EVO.

That is viable. Is it amazing? Not really. Is he better then BRenji? Not at all. Can you use him effectively? Absolutely.
