weapon damage question

If anybody can help me with the following doubt/question, I'd greatly appreciate it.  I'm trying to find which of the two sets of gear below will make me do the highest damage in ES and ryoka, and if the difference is that much.  

1. 5 piece relampago set, 1 piece level 100 cyclone armour piece or

2. 6 piece relampago set.  (This gives me 10% more damage bonus)

NOte.  By using 5 piece rel and 1 piece cyclone I get 24500 attack but I get no damage bonus.  By using the full 6 piece of relampago set I get around 20000 attack and 10% damage bonus.  

I'm unsure which is better as somebody once told me always go for full sets to get the damage bonus, but recently somebody else said always aim to increase your attack, as high as possible.  So in this situation, where I want higher damage in ES and ryoka, which would be better to use?

well doing basic math 20000+10%=22000 while cyclone has 24500. It depends what level you are
