I dont really see the problem As someone said, usually  most rich ppl dont have much free time because they need to work a lot to keep earning that kind of money. So they compensate their lack of time with cash in games like these..so there is nothing strange about the fact that often these people dont have that high lvl because they simply cant attend events which gave most xp... It is always a risk to top up large amount on new server because there is a chance there will be other ppl who want to be 1st as well. Especially now where with these new events you can be 1st with relatively little money and get nice partners compared to half a year ago or more.
