growths for str are pretty much usless, you will be stronger from your skill rather then alittle extra growth
say you have same gear level 130, and max mods on both, mugetsu will be either stronger or equal, but his skill will make him much better.

I'd 100% get Mugetsu.
Unless I had to pay for it.
Then I'd get neither.

No one's "underestimating" them, we're just all smart enough to realize that such a small difference in growth rates and base stats isn't enough to make up for a 65% difference in growth on their skill. Also Mugetsu's skill has better effects to it. Stats are only a part of a partner's usefulness don't forget.

remember than hisagi has low dmg rate from skill cause he gets 100 fury back every turn.

Overall I find Mugetsu would be much more helpful.
