It is, but this partners mods allow him to go over 90%.
Just like Renjis allow him to go over 90% crit.

dodge is basically useless at this point fighting against anyone who has even a decent hit rate.  On a new server, sure, but why buy an "end game" partner to use just till everyone can hit him.  Also, would need to be t1 to be useful, if I saw that your using kiskue to t1 him, your limited by kiskue's speed and are gonna get blown out of the water, sorry.

yes i know, but im just wondering why his mods dont say he can surpass it, like this.Add 10% Combo Rate, can break 90% limit, i understand that he can break it now.

This game is like that. Get used to it.
Oetsu has a 20% agility talent but is says intelligence.
Lots of things are like this.
