I might sound like a noob but, does the "Add 8% chance to stun enemy" and "Add 8% chance to silence enemy" gives the character weilding the weapon the chance
to stun or silence the enemy? cause if yes which would be best to give to the vanguard?

No it doesn't
It increase the chances to stun/Silence only to the characters who can do that in their skills
If that wasn't clear then
Add extra silence only works on chars like Darguren Toshiro
Add extra stun skill only works on chars that have stun like gin and Aizen

Toshiro has disarm, opposite of silence if I'm correct.
