A simple answer to your question:

Wait 1 hour before purchase..

I get the same bug and it will only let me purchase the group pack after 1 hour, so if it's set for 21:00 / 9:00 server time, you have to wait till 22:00 / 10:00 , usually for me it's a few minuts after Ryoka event if I'm not wrong.
Atleast, thats the only solution I've found that works for me.
