Not particularly. Most Zanpakuto give speed buffs, so Tenjiro just overrides that one. Giving -15% to all and having Muramasa give +12% is a total of +27%, which is more then +20%.

1.speed buffs stacking kirinji and Muramasa for example
        
2.Muramasa give 21% + 12% buff = 33% yes?yeah - kirinji -15% And that comes out 18% give all Mura)

1: Buffs do not stack.

2: You are looking at the passive bonus. Muramasa gives +12% speed buff.

3: Speed outside of who goes first doesn't generally matter, until you start factoring in speed debuffs. When you start a fight, the zanpakuto turn order is set in stone, so even if you speed buff your guys, the opponents zanpakuto goes and generally gives a speed buff as well, thus preserving their turn order. However, when you get speed debuffs, it changes the math. Additionally, Zangetsu is a assaulter zan, so not sure how much Kirinji's speed buff does for you anyway.
