How many exclusive skill fragments does it take to reach level 70?

yeah, but can't they change certain aspect of it? is their only role to take money?

i have a question in the CN server they gave out like 6000 skill upgrading fragments but yet we haven't gotten anything( correct me if it is not CN)

Time to spam some more pictures haha. Spent 3k gold on it since last update. I also got my bar filled to 10000 and used it to get 1000 of the fragments.

That was because of a server issue they were having. It was just compensation for that. We will not be getting it.

so, anyone that knows for a fact,  does new skill activate at level 10 (for gold partners anyway) or at 70?

For a fact it does not activate at the first level shown. It activates at the higher of the 2 levels you see on there.
