his crit stone now is all lvl 9 but it only 95.2% how can i improve it more

Evolution looks maxed.  Maybe his crit isn't up for going much higher.  You can go for bond in case he has crit bonds, not sure if he does, I doubt it or you can go for soul cultivation.  I think you can increase your crit there but Im not sure.  

Most partners have a max cap of 90% crit and to go higher you need it be by bond or evolution.

he's looking good,   and count the crit each stone gives you, if your current crit is lower than that number + his natural rate, your wasting crit stones and can't improve with them

98.2% is his max crit maybe you can increase it further by gear attributes (refining)
