as a partner individually, Yoruichi due to better speed and overall stats etc.

And in terms of choosing for your formation, you should take a look at your opponents, see if they are assaulter focused, if they are then go for Harribel, but if they are support focused then go for Yoruichi

Both these partners are meant for PVP scenarios, reason why I won't state anything for PVE ^^
