First and foremost, GET OUT OF LEVEL 70 TAVERN!!! Gold Reishi is about 3x more expensive there than in level 80 tavern. Jushiro will be an end game tavern support for pve, second only to Retsu Unohana Kenpachi IMO. Grim, Ikkaku, and Main are a solid front for sure, but some will tell you Kenpachi is better in most cases, CSB Kenny + Pan Grim is of course where you want to be going with that front line. Yama will be great to swap in for Ikkaku for pvp if you choose, and if your not going for T1, Cute Orihime > Tavern Kieske all day long, both pve and pvp, especially if your other support regens 100 fury on self (several do)
as for my suggestion with harribel the next parts should clear that up. For PVP, you have 2 choices to be a monster.
1) Raw power: you will need to be ferocious, probably as VIP2, you will want one star partner (probably Yama is best choice for this in the F2P/low VIP world ATM, although, with everything going on with the Main, he is a good second choice here as he can change his skill so will be more versatile) T1 is basically a must, and you will want to give him the best of your best, even to the extent of pulling stuff off others, combining hogu, stones, hollow souls, everything. have him 1 shot everyone, very solid plan, many do this and it works well.
2) Strategy: For this you will need to work the whole team. Have someone like Yourichi or Tavern Aizen be your fastest, (unless using Kieske or someone like that to help you T1) as supports are by nature faster than assaulters, to shut down the back row, Second you will want someone like Harribel, Gin, or even Tosen to go second to shut down the middle row of your opponents. Now if you can keep their assaulters and supports hobbled like this, the fight is almost yours... Now to take care of Vanguards... This can be tricky and TBH is my current hurdle as several people stack their Vanguards hard. good partners I've seen that take care of them nicely are: basically every partner considered reserved for PVE uses, B Rukia, Tenjiro can do it, but is unreliable, several of the new reds do a fair job, but basically anyone that can deal massive damage (usually kido damage is better as most vangs stack for physical damage, but not so much kido) or the status mutilate or a hard burn/lacerate on him works too.
