This is obviously just for PvP, I would never use Oetsu in PvE.
Senju - Hiki - Oetsu

Getting Hiki or Oetsu to get almost a million speed isn't even possible I don't think.

Unless you plan on topping up millions of gold, It's not a realistic goal.
Senjumaru going first is just the common sense thing to do in PvP. (fastest character in the game should be the fastest on your team)

I just realized you were trying to tell me Hiki going before Senju is a smart thing to do.

You shouldn't run 2-2-1 in PvE, first of all.
In my PvE team, the BETTER thing to do would be to have Renji go first, then have Hiki and Senju and then Unohana lastly. It wouldn't make much of a difference, 10m damage at most give or take, since Hikis attack will be up from then on anyway, you're really hardly losing damage. Also, Senju losing a bit of damage isn't a big deal since she's only dealing a few million every round or so, giving her a 50% attack buff is really inconsequential. As long as Renji with 550k attack and Unohana with 610k attack can get off their 20-30m hits every round boosted by Hiki, you're doing fine.
The problem is getting some slow ass characters like Renji and Hiki to go before Senju.
I'm at a nice middle ground, I'm focused on PvE but can still one shot everyone within 100 servers with my Senju because she's faster, so I also win in PvP.
