Others, I dont know the range exactly. Maybe 20 servers above and 20 servers below your one are included. But I dont know exactly really.

Shuei Hisagi? Not sure. Either 12k or 20k in Anniversary Feast I think. But not sure.

Yes, you can get some partners for that amount from topping up alone (i.e. you can use the 4k gold on other things as well as getting a partner). This event is called Ultra Hero. I believe sophisticated rangiku is one of those partners, she (I think) is a very good partner (vanguard) for that amount.
