you can get him much cheaper than that
Heck, if your determined, you can for sure get him from Comerade Contracts, got 3 in my server who already got him from there,  just keep Shini Agent active and spend a few coupons most days, you can get him in a few months for free

Once you natural T1 him, the rest of them are super cheap to do.

depends on if you have already topped up yet...
realistically:
Muramasa: top up 12,000 gold during Ultra Hero, keep your gold
Instead of B renji, Sexy Yourichi, top up 4,000 durring Ultra Hero, Keep gold
Soph Rangiku, Top up 4,000 during Ultra Hero, keep gold
Hikifune usually costs about 12,000 gold, you should end up with no less than 12k gold left after that point, you could have as much as 18k at this point depending on what's left from top up,  if you can, wait for visored revenge to spend all that gold, massive coupon return for it.  If you top up at the right time, you COULD get B renji instead of Sexy Yourichi

Not really, I'm sure down the line you may end up with no vanguard at all

but you should be high enough VIP already to obtain Noza Ken, who is practically free, (the actual upgraded form, so Nozarashi Ken) he's one of the greatest vanguards and will suffice for you

That is absolutely fine then, you have no need to get a GOOD vanguard early levels, you can simply wait, or even use tavern partners like Komamura till you decide who you want as your final vanguard, or no vanguard at all

really you don't need to focus on vanguards when you're down there at low levels, especially with those partners, becoming your offence/defence
