yh i remeber kisuke,rukia and retsu gave 10+
not sure

retsu gives me 9 frags (all fights included) kisuke is way higher than that even higher than sihoin ,ikkaku and komamura
id advise kisuke  
edit: just tried with my kisuke 22 frags one day

for ppl who used the fuction already, what happens to the character after mod frag inherit? what happens to remaining frags not used even if fully modded?

This thread has mostly turned into people saying the same thing. lol. Kisuke 22, Harribel 26. other lvl 70 tavern partners, 13. They seem to be the best.

The character is fine. Any loose fragments that weren't used are still there. It basically only clears your stars and gives you almighty modify fragment chests. Hard to believe there isn't a heavier penalty.
