You can't say he survived as a fact. The ending was left ambiguous on purpose.

If he did survive he is a complete dick. Surviving would make the ending much less impactful and his "sacrifice" meaningless.

Meh, forcing upon Suzaku the mantle of Zero and just fucking off to wherever with CC seems way too forgiving of himself. Don't forget he regrets what he did with Euphy and wants to atone for that. That's the whole reason of his Zero Requiem(?) plan. To make people forget the atrocities Euphy committed by being even worse. Of course he couldn't continue ruling as a tyrant because then there would be no point. Thus he had Suzaku kill him as Zero, creating a hero and restoring peace. Surviving after everything he did and everyone he killed would be wrong. Don't forget, as he said, when you aim to kill someone you should be prepared to die yourself. In my opinion, surviving makes the ending and his sacrifice meaningless, ruining the show.
