Kazekshini or Sogyo no Kotowari

I want to know what is best and why, because my kazekshini is 28, 25, 14 and i think if i should invest on kotowari because i just got it today, what you guys think, and why

I think prefer Sogyo ,cuz he good zanpa for pve/pvp. (his skill gives more dmg)

http://prntscr.com/b0rpca with Kaze (which is good only at pvp,giving buff only ass,has bonus speed)
http://prntscr.com/b0rppc with Sogyo (pve/pvp,giving buff all,no has bonus speed)

for PVP Kazeshini, the big number for using him is because he decreases enemy assaulters (or anyone that Kazeshini hits) damage by 10%, this can help alot

for PVE Sogyo as it gives damage to everyone

If your PVP enemy has only 1 assaulter though, you might aswell use Sogyo as you won't be using Kazeshini at it's potential though
don't forget speed fortify though, Sogyo doesn't provide that, Kazeshini does, so you'll be faster if you used Kazeshini ^^
