yeah the latest servers wont be merge...

thts wat i heard.. n also was discussed here i think...

wats the point in mergin new servers tht is barely a months old...

Newer servers wont be. They probably go by overall numbers.

I'm in eu server 28, since iti's not that old server but neither new one, are we concerned by merger?

Hmmm, I'd say you are close to the halfway point on EU servers, you'll ever get merged or be one of the cut off points of being merged. I don't know for sure.
