I think its just a visual bug and it means reduce block by 100% instead.

reduce block 100%=death to Noza

As to your question,

I don't find his damage output all that impressive. He's only good for combo ...

he has outstanding control, his regen 100 fury helps a lot, and for some reason, when i see him paired with B Renji, they both seem to combo several times each turn... or maybe that's just some crap on my end...
