As to your question,

I don't find his damage output all that impressive. He's only good for comboing Berserk Renji and doing a lot more damage (with chance). If you are f2p and have Berserk Renji, he's a good option for event damage.

In PvP, I would say Shinigami Kensei is great for his death skill that I currently don't have. I like me some sacrificial Kensei. :3

He's really outclassed by supporters when his wisdom growth and speed is complete garbage, but he can get some immune rate and some good HP. BWG still has him on his team, I think, but he's quit/"on break" and it looks like it took a lot for him to make him good.
