ehh, there is no "best vanguard", there is just good vanguards that depends what you want them to do
TSI offensive vanguard but only by his skill (I mean he has no block rate) , he needs speed and he's same as an assaulter in the wrong place
Noza is offensive too but he can be stunned (or any cc that prevents him from doing his skill) it doesnt really matters because he has the highest passive block rate (not like the shitty Ikkaku who needs to skill to get his block rate)
Sexy Kukaku isn't offensive, she's a tank with huge HP recovery (and boobs)

So it's up to you to see what u want

if your support heavy, Soph Rangiku is nice because she adds extra regen on vang and supports
If you stack his block, Noza can be damn near unstopable as block damage can't be stopped
TSI can block decently, and with his 4th? mod regens lots of health half the time he's hit, helping a shitload and he hits like a truck (AOE)
Sexy K is a defensive powerhouse and helps boost kido def on whole party with a mod i believe
Starrk is no doubt the best F2P offensive vang, if you stack him right, he's very nice, but sadly, I wouldn't call him the best
I don't believe with who your looking at, anyone else could beat them...   hell, some would say the best vang is no vang preferring a 0-3-2 or a 0-2-3 formation

hope this helps, there is no best for all parties, but there is a best for every party

At this stage I'd say kukaku for the following reasons:

1- even if she is CC'd she's still useful with her def mod
2- the game is all about support
3- her compatability with every formation is rather high
4- she can be defensive and can carry the team at the same time
5- meta
6- mods > skills (in Vg case)
7- she's hot
