Maybe about 20-30 times that I reset to change "Just" Maybe...

so anyone can tell me plz.  How many % that can get Advanced ReIncarnation Attribute Power?

that's purple, right?  purple should be first level it's available...   not sure the problem...  must just be crummy luck

The odds of getting an advanced attribute power are very low. I think Brah got one after going through like 500+ Soul Stones

Yes, Coupons get used fist, so it's okay. Also, It's possible to get it on first reincarnation just very low chance and waste of 200 coupons per try
