When you level to higher level, you won't think it that way. lv110 s.forge weapon is not as easy to get as lv50 s.forge (or even lv70 s.forge). Besides, the main purpose to get ghost blade, is to exchange equips among partners freely (as you only need to prepare two type of weapon, kido and ghost blade), especially for gold users.

For tip 19, you're going to dismiss that blue partner anyway, level doesn't matter. And yes, you can use your hollow soul on lv1 partner.

Yup, it doesn't affect anything.

You can use the souls in soul map (on your bottom of your screen), it can be use to unlock skill or increase main character's growth rate.
