Mod New Specs Glitching?

Anyone else spending hundres to thousand of coupons/gold getting the wrongest shit..

i have determinced these 2 specase are the hardest to get:

Block%
Damage %

takes me about an average of 2k to get eithre one.... is anyone elese having this issue or is this the norm for those 2 specs?

nope easy the max i can get 11% block n damage.. get 12% 5-6x but never saw block damage rate 12% chance 0.00001% i think or luck like advanced rein

matter of luck and perhaps character?
not enough to make a real statistic, but i got 11% damage 2 times on 3 "refine" (Koma & Shunsui)

me 1 reset and 12% damage rate im lucky ^^
