I'm pretty sure he will get buffed to normal in a few months. As of right now I think he's way too OP.

Also a battlereport would be appreciated.. if they work.

i meant the character lvl needed, like kisuke needs to be lvl 100 to unlock his final mod. what is the starting lvl needed for isshin to unlock tier 1?

Isshin is PVP, Renji is more PVE based, like an upgraded version of Ikkaku.
